I wouldn't even call this making it easier to obtain fossils and summoning items. A long time ago, there used to be so many in the backroom I could hit the 2 item limit every day and still pick my favorite fossils. Considering I haven't seen a single fossil or summoning item in the shop since I don't know when, a slightly higher chance to get them from the UG still won't make it as easy as it used to be. (Pre-safe time era notwithstanding, it has actually become harder to use summoning items because of the constantly high number of eggs in the lab.)
