The first one has now been released. Completing it will allow you to obtain a form of Deoxys. Which form you get is dependent on a choice you make at the end of it.
There will also be a second one released, by tomorrow at the latest most likely. That one will be for Regigigas. It is up to you to decide whether you want to do the Deoxys one now or wait for the second one, as your special monthly limit will again be 1. Yay! I love both Regigigas and Deoxys...I think I'll have to go with Deoxys this time. I have the Regi trio...I will wait to complete that set.
