Pikachu surely would of been at least level 60+ by the Unova Region. In all the Animes do they reset his level or something? Because he always learns basic attacks for the new regions.

I think so, taking the first episode of the Unova Story. he fights a level 5 snivey that knows a level 16 move and loses...
seeing the fact it can easily defeat other pokémon it's non-effective against... I think Pikachu is demonic

Anime seems to disregard levels. Pokemon learn moves at complete random times, and Pikachu's "level" seems to have been reset at least every other season.

Yeah but cant Ash be like other trainers and get a starter from the professor? And leave Pikachu at hoooome? I mean come on. What if Pikachu's levels WERN'T reset? He'd be BEAST.
