Event is easyest way to get none summonable legendarys like Regis and there is a very very tiny chance of them appearing in lab but they would only stay in lab for seconds as most people would grab them second they saw them. Also shelter which is probably more likely to find them there when events are on as there is normally at least 1 or 2 abandoned by people who get ones they don't want (I'll never understand why) but again you have to be very fast to get them as they get taken in seconds.
