It's reasonably rare, as most novelties are, but you can try to breed more if you want more. Keep in mind that in order to breed, Pokemon must be of similar levels, different genders and not related. (:

It's rarer than the usual canon Pokemon you can grab from the shelter, but not that rare in the grand scheme of things. It is a very popular novelty, being the 2nd most often owned Pokemon.

FERAL Zergoose on the other hand are a slightly different matter, which are obtained by corrupting a Zergoose egg with a Blue Stone. They're far rarer than a regular Zergoose.

Try breeding one with a ditto until you get a girl, then use that one to breed with the other one.

I would very much suggest doing the exploration that gives you a ditto then.
