OK, before we get started, I'd just like to say two things:
1) I have never tried to build a competitive team before, so if I've made some obvious mistake, please don't be rude about telling me.
2) None of these pokemon exist yet; they're all purely hypothetical. If you think that I should change the team in some way, feel free to suggest it.

This team is designed for the Gen IV OU tier, with Species Clause in effect. It could also play under Evasion Clause without any adjustments.

Swampert @ Leftovers
Relaxed
252 HP / 4 Atk / 252 Def
-Stealth Rock
-Earthquake
-Ice Beam
-Surf

This is the pokemon I'd open the fight with. In addition to being Stealth Rock support for Scizor's U-Turn, it's a good physical wall and can OHKO Salamence with Ice Beam after Stealth Rock. If I was faced with a Grass-type I'd most likely switch out for Scizor or Gengar.

Scizor @ Choice Band
Technician
Adamant
248 HP / 252 Atk / 8 Spe
-U-Turn
-Bullet Punch
-Superpower
-Pursuit

Scizor's U-Turn, paired with Swampert's Stealth Rock, gives me a way of causing the enemy lots of damage without leaving myself open to attack. Pursuit and Bullet Punch both are good at picking off weakened enemies. Superpower is here to take care of certain counters.

Gengar @ Life Orb
Timid
4 Def / 252 SpA / 252 Spe
-Shadow Ball
-Thunderbolt
-Focus Blast
-Hidden Power Fire

This is the special sweeper of the team. He provides backup for Salamence against Steel-types and Swampert against Grass-types, and his moveset is capable of several OHKO's, such as Scizor, Gyarados, and some Heatran.

Salamence @ Life Orb
Jolly
4 HP / 252 Atk / 252 Spe
-Dragon Dance
-Outrage
-Earthquake
-Roost

A mid-game physical sweeper, Salamence can 2HKO any OU pokemon aside from some Steel-types with Outrage. Earthquake can take care of some of those Steels; in other cases, I'd call in Gengar. Although I could use a different EV spread and nature to get Fire Blast instead of Roost, I think Roost might eb the better choice in this case. My guess is that Fire Blast is very popular for Salamence, so not having it might throw my opponent off-balance. Also, Roost provides Salamence a way to recover from damage if Blissey goes AWOL.

Lucario @ Life Orb
Inner Focus
Adamant
252 Atk/ 4 Def/ 252 Spe
-Swords Dance
-Close Combat
-ExtremeSpeed
-Crunch

This is my late game sweeper, who is also physical. Crunch and Close Combat can both cause over 70% damage to several popular defensive walls after just one Swords Dance. One major threat to Lucario, Gliscor, can be dealt with by Swampert's Ice Beam, and Swampert can also lure in Pursuit users to give Lucario longer to power up. extremeSpeed would be useful against pokemon who were persistently faster than Lucario, such as Gliscor.

Togekiss @ Leftovers
Serene Grace
Timid
252 HP / 20 Def / 236 Spe
-Wish
-Encore
-Air Slash
-Thunder Wave

On top of having Wish and Encore support, Serene Grace gives me a 60% flinch chance on Air Slash, and Thunder Wave allows me to set up Encore even more easily. One good use of it would to be to disable any switch-ins after I trap the enemy into a set-up or support move with Encore. I could use Body Slam instead of Thunder Wave, with a 60% chance of paralysis, but I think T. Wave is the better move considering that this is a support Pokemon.

NOTE: This team was originally built with a Wish Blissey for support, but after I found out that I couldn't get a WishBliss, I switched it out for Togekiss. The original Blissey can be found below:

Swampert @ Leftovers

Nice standard lead. I would just replace surf with roar to scout you opponents team more. Other than that, its fine

Scizor @ Choice Band
Technician

Standard scizor is standard. You might want to invest around 8-16 more Ev's in speed to outspeed other scizor

Standard gengar i guess. Just be careful, when your opponent realizes that you LO and not scarfed, they will eith bring in priority or a scarfed pokemon, forcing you to switch out.

This guy needs fire blast > roost. Otherwise, it is walled by skarmory, a popular switch in to mence. Change its nature to naive and put the 4 Ev's that are invested in HP into SpA. Besides, you have lucario anyways to deal with bliss. Also, blissey can pass wishes onto mence if really needed. Roost is really only good for bulky or mix mences

Really nothing wrong here. Good choice

Blissey @ Leftovers
Natural Cure
Calm
24 HP/ 252 Def/ 232 SpD
-Wish
-Protect
-Seismic Toss
-Toxic

Blissey has two jobs on this team: to heal the others with Wish, and to stall out certain pokemon who get locked into unfavorable moves. Protect gives Blissey the ability to scout out an enemy's move, and if it isn't too dangerous to her, she can hit the enemy with Toxic and then rotate Wish and Protect. One possible alternative for Protect is Softboiled, but without any other Protect support on the team, I'm not sure that'd be the right thing to do. Blissey also fills the role of specail wall.

Standard wish bliss. You might want to have T-wave > toxic as any scarfed pokemon runs right through your team.

Solid team. Good job. Something that you might want to watch out for are physical choice scarfers, as well as scarf latias. They pretty much run right through your team and blissey is your only latias counter, so once that is down, you're pretty much screwed.

mysticmaster: I'll have to consider that. Thanks for the tip, and for the complement!

brawler: On Swampert: If you think I should switch Surf for Roar, I can do that. Personally I'm a big fan of Surf, but I see what you're saying about not really being able to scout the opponent's team well. At any rate, he's still got a STAB with Earthquake.

On Scizor: Yeah, I think I will. Good advice there. Would you say it'd be safe to taek the EV's from HP, or would you take them from Atk?

On Gengar: Thanks for the heads-up.

On Salamence: OK, done.

On Blissey: Well, I do sooo hate it when my own pokemon get paralyzed, so... done.

As far as the physical scarfer thing goes, I can see what you're saying. That would be a serious problem. Anything you could suggest to help deal with that?

Thanks, all. happy.gif I'm going to adjust it according to what brawler1235 had to say (possibly switching the LO Gengar build for a Choice one) and begin building it.

I'm doing my research for creating this team and I've run into a little snag. How exactly does Blissey learn Wish & Seismic Toss? I can't find it on Serebii, but Smogon says that Blissey can indeed learn them. What gives?

...#&!$. That's not good at all.

Guess I'll have to switch out Blissey, then... Any ideas what I should use instead?

EDIT: Thanks to a suggestion by roserade fan via PM, I've decided to switch Blissey out for the following Togekiss:
