Really difficult, cuase 2nd Gen definatly has the best legandaries, but after a long hard think I'm going to go for Lugia, cause I used him lots in Silver and he was the first legandary I ever caught.

Suicune is the prettiest and that's what I liked about it when I was a kid. The rest were just cool. I've always hated that thing on its chin though. :[ Seems so icky and out of place. haha.
