battle tower help!, can't access subway battles |

Hi! I have two fully evolved level 100 teams in my battle subway, and yet every time I go to start a subway battle, it pops up a box that says I don't have enough Pokemon in the battle tower? I've tried putting Pokemon in the battle tower as well but it still won't let me participate in the battle.
