Does anyone know how to attach an item like beautiful scale to a pokemon in my party?

When your Pokémon has the ability to evolve, the dropdown 'Options' menu will be bolded. You just need to have it in your inventory to evolve a Pokémon.

For future reference, check here first!

ok, so if i want to evolve my feebas it needs to get to a certain lv and then the menu will show that it can evolve, right?

If you check its dex entry you'll find out how to evolve it.
