One of thunder, swift and bold,
One of dragons, ancient, old.

With these two, your path is clear,

What must you have to win the fight?

Which I assume is describing the two legendaries the exploration is for, I do not know what pokemon I need to complete this step

The riddle is describing the two types of Pokemon you need. Which of the eighteen types do you think fit the riddle best?

The types are Electric and Dragon. Put a level 50+ Electric-type and a level 50+ Dragon-type in your party to pass the task. (The Bellibolt that the exploration gives you automatically counts for Electric due to a glitch, so unless they've fixed that glitch, you just need a Dragon-type of your own.)
