My Dream Team

Are there any rules for excessively powerful moves that a pokemon can know from level 1? I was updating my pokemon's movesets to fit with generation 6, and I noticed that Absol can learn both Razor Wind (80 power) and Perish Song (all pokemon in battle when the move's used faint unless returned) at level 1.

Thank you in advance (again)!

And a Golurk

If it knows it at level one, it knows it at level one. Not that I'd call either of those moves terribly excessive.
