Beside the fact that Manaphy can lay eggs, it did star in a movie, didn't it? And that would mean it was a legendary. Unless, of course, you count the Kyogre in the Temple of the Sea the legend.

I would say it is, yes. Usually legendary pkmn get their own movie. (unincluding the Lucario movie. Lucario seems legendary, but no. Just Mew.)

1) They call it a legendary in the handbooks.
2) They starred a movie in it, and each Pokemon movie had a legend. Manaphy must be this legend, unless you count the split-second Kyogre in there.
3) It had to be obtained via some special event. That makes Manaphy at least somewhat rare.
Although, I have to say, it is one of the less intelligent species of Pokemon.
A legendary, in my opinion, is any Pokémon you can only get one of in a game (excluding in-game trades for an exclusive to the other version). Manaphy can breed; however, its eggs hatch into Phione. Meaning that unless you went to multiple Manaphy events, you could only have one Manaphy.
tl;dr: Yes, I consider Manaphy a Legendary.
Sadly the "event only" argument doesn't really work for it since we all know Zorua and Zoroark are event only and they're not legendary.
However, Manaphy itself, based on its stats, classifications and even Gamefreak's word has led me to believe that it is indeed a legendary.
Manaphy and Phione are legendaries. Volcarona, however, isn't, because you get tons of 'em without cheats, hacks or trading. AND because it evolves.
Just because it's not popular doesn't make it not a legendary... it is a legendary.

In my opinion, yes. It is very rare (you can only get it with a Ranger game), and GameFreak says it is. The only thing that says it isn't is that it can breed, but in the anime, legends have eggs. They based entire episodes on that fact. But Phione isn't a legendary. Just putting that out there.
Gamefreak says it is. Besides, it was the star of my favorite Pokemon movie, so yeah.
I don't see why it wouldn't be considered one. Because it is the only legendary known to breed?

I say Manaphy's a legend coz you get one and thats it but Phione isn't coz you can breed as many as you want!
it's officially a legendary, according to nintendo & gpx+ (lol), so yes, i do consider it a legendary.
