Novelty doesn't mean they're supposed to be rarer than anything, really. It's just a category for species that aren't in the cannon Pokedex. Some novelties are relatively common, while others are much harder to obtain.

But, novelties are still typically harder to find than normal since when they breed, most of the time you get the common Pokemon. ie. Winter Vulpix x Winter Vulpix= 75% Normal Vulpix 25% Winter Vulpix (I don't remember the actual figures).

But the rarity of the canon pokes are based on their appearances in the Lab, not on how hard it is to find them.
For example, Eevee is "rare", but in the shelter it grows on trees! ^^ So, a "Novelty" won't be more difficult to obtain than a "rare"... Except when said rare is actually filling the Shelter. But then, it's the rare which is out of its rarity, not the Novelty ! ^^ -------------------- |
