To answer your question, all Pokemon populations are dependent on how many users are breeding them at the moment. It's possible that simply not many people are breeding them right now.


Light is a spectrum. Why limit yourself to a single hue?

Buneary is the 11th species in the users currently breeding stat, so it should not be hard to find them in the shelter or safari
