As long as the human race is flawed, so too will governments be, so I really think that all governments have their own individual screw-ups. Many systems look good on paper, but turn out terrible. That being said, I feel that a republic is the most successful government system in place (yeh, no American bias there at all /sarcasm). Communist dictatorships such as was in place in the U.S.S.R promise reform and wind up with the deaths of millions.
