i really dont know. look at a ledgendary like Rayquaza. can you see it evolving? or latios or latias? or kyoger? groudon? or HO-OH? i think they're as good as they caqn get. dont really want to screw up a good thing i say. but thats my opinion.

I remember when the sprites for Finneon were leaked. It looked like a pre-evolution of Kyogre. So if Kyogre had a pre-evolution, it would look like Finneon.

If legendary pokemon evolved it would be the end of pokemon civizilization as we know it
 ' but they would look awesome! Lol. I can managed to see some legendary's evolving, like Deoxys. well kinda more like gain a super form or something :P I think legendaries should only have form changes like Deoxys and others it just makes sense kinda.
