So! What do you think?
It can be based off of anything--evilness, plausibilty of goal, comicness, looks, whatever you want. I left out the non-human antagonists, such as Mewtwo and Rayquaza. They don't really count. : D My favorite is definately Zero.  Movie 11 Spoilers (click to show)

Pokemon the Movie: 2000 was srsly like my favorite Pokemon movie ever. It had the legendary birds, Lugia (who was one of my top favorite Pokemon at the time), that one girl who totally showed Misty up and played that awesome song that I STILL REMEMBER, Lawrence III of course (I think he did actually mention his name, but only once), and Slowking said "I need pants..."
 Nothing else even comes close to all that

I admit that I liked Mewtwo better, because it cloned every Poke after stealing 'em, killed a bunch of scientists, and almost killed Ash.
