Feebas would win, unless you have a ridiculously high-leveled Magikarp which knows all four move it can learn.

If both only know tackle, then Magikarp is more likely to win, since his defence stat is higher than that of Feebas.

As I said before, Gyrados has a x4 weakness to electricity. One little blast of thunder, and that sucker's gone for good. Milotic is graceful and beautiful. Feebas vs. Magikarp-easily feebas.

What if Magikarp did a super splash, flew in the air, and landed on the Febas. That is why Magikarp is awesome. You never know what he's going to do next. One second, he's sitting there like any Magikarp, then the next second he's a giant dragon fish looking for a meal.
