Is defeating the Hooded Man even possible? I've switched around my Battle Tower Pokemon so many times, but though I manage to get close, I still can't beat him. Is there something I'm missing in my strategies? Am I going to need to think like a competitive Pokemon battler for once??

I'm not sure what they use offhand, but every trainer is beatable. An Azumarill with Iron Defense, Amnesia, and either Nasty Plot or Swords Dance (Depending on which attack stat is higher) works wonders!

I've been there! My advice is to prioritize super effective pokemon with two 'strong' attacking moves and the highest stats totals. I don't know if the level of your pokemon makes a difference (I don't think so?) but strong moves and stats really can make or break it! IVs also help if you have any zinc or the like.
