A few days ago, I was looking for Surskit in Lake Verity, and I came across a Staravia. A LEVEL 4 STARAVIA.

Yeah. You can also catch level 4-5 Bibarel and Woboffet.
The reason is that the opposite side of the lake houses the same type of Pokemon as the others but at a much lower level. --------------------  |

You can also find low leveled Kirlia on Route 203 if you use the PokeRadar sometimes.
