If true, what can you do about it? It's fine to agree that something must be done, but nothing ever is. Many people have accepted and recognised for a long time now that education, religion, patriotism and the media are all ways of brainwashing and controlling the public. Nothing has ever been done about it though, if anything, it's gotten much worse.

As for those vchips, well, those if they do exist are just a more sophisticated way of doing what already happens now. If people disagree with the way things are done, and people listen to them, they used to wind up dead. Malcolm X, Martin Luther King, all the way back to Joan of Arc. In recent years, under the pretext of the war on terror, those people are instead imprisoned without charge or conditions, and people accept this because they are told those people are a threat to them. Making all of society dependant on electronic monitoring and unification, and having the power to switch off a person's connection to that network and render them socially dead or imprisoned without actually having to soil your hands with their blood is just the next logical progression.

I'm reminded of the "science-fiction" of Ghost in the Shell, where most humans have been fitted with cybernetically enhanced brains, and some people have entirely artificial bodies, all connected mentally to a vast global network. And they asked for them, and they are used to manipulate and control them.

Then you have Orwell, going back a bit in time. 1984 was terrifying when it was first published, but these days it's like most governments use it as a Dummies Guide to National Leadership.

No matter what new unthinkable things are revealed, there are people who will dismiss it as paranoia, and then the people who believe in them do nothing material about them. The people in control, who can do something about it, have too much to lose by acting against it, because by being in the position to change things they are already benefiting from them.
