Why is evolving to the next stage of Sheared Mareep considered a 'form change' instead of an evolution? It still changes from Mareep to Flaaffy and it still stays sheared, so it doesn't make sense to me.

It's part of a system limitation related to how the site handles form changes and evolutions. You'll see with (almost?) anything that can evolve into a Pokemon with forms (or maybe just anything that evolves into the non-default form?), the evolution is referred to as a form change because of this limitation.

It shouldn't affect any actual gameplay on the site, though; it's just a text error.
