Maybe you could go get a Jynx or something from Ice Path that may have more powerful ice moves. And try to keep your team even in levels. Having ONE level 40 Pokemon going into this battle isn't going to help if the only supereffective Pokemon on your team is a Lv.33 Seel.

Evolve your Weepinbell, man. The stats ONLY get better.
Find someone reliable to evolve your Scyther with.
If you're going to have a Phsycic type,at least have one damaging Phsycic move.
Fire, Water, Electric and Grass are all not very effective against dragon types. I would only keep electric types to take out her Gyarados, but the rest are part-dragon type (at least), so try and not waste space with badly typed moves.

And remember, The Champion is dragon too, but has a Gyarados and Aerodactyl, so keeping those Electric and Ice moves will be a good idea.

These Are Adorable~

Basically what Sir Spam said(BTW I love your avatar, yo wink.gif). Remember that all that's super-effective aginst dragon is ice and dragon, and you can always resort to other types regular against it like psychic or fighting.
