Tough choice; Lugia and Ho-oh are my two favorite legendaries. BUT, if I HAD to pick one, it'd be Ho-oh. Lugia is more fun to draw, and has a pretty song in Pokemon 2000, but Ho-oh is a phoenix (plus it's got pretty colors). That clinches it.

Definately Ho-oh. I like it better than Lugia as a Pokemon, and I think it looks better than Lugia.

I've always loved Lugia more. I really love Psychic types, and it looks like a diving bird-dragon. It always seemed to me that this was the Pokemon with the most types applied to it, even if they couldn't actually implement it. (Psychic/Dragon/Water/Flying) Also, I always wished it could breed so that I could get the baby Lugia from the cartoon.
 I love it's colors and the fact that it seems like a more gentle-natured Pokemon.
