Hrm... Call me crazy, but I've always had a soft spot for Raticate. But Growlithe is pretty, too...
I do also find ninetales pretty. So...

I'd have to say Ho-Oh, partially on it's descriptions and it's appearance in the anime.
I mean imagine it, a large, shining bird soaring across the sky, it's rainbow hued wings and tail leaving a trail of golden sparks behind.
