More details in the Help section on the site:
Pokémon are selected for Site-Wide Shiny Hunts in one of two ways. On some occasions, the Administrator will choose the Pokémon for the hunt themselves. On other occasions, users will be able to vote for the Pokémon. While the voting method has changed over time, the current method requires you to have registered prior to the start of the voting process, and have validated your account and become a full member, as well as purchased a Shine Recorder. To become a member, you must either make ten posts in forums that contribute to post count on the GTS+ forums, or you must unlock all the Newbie-level achievements - Hatcher, Breeder, Clicker, Trainer and Feeder - from the first achievement set. --------------------  |
