He finds the Ralts and brings it back to the Pokemon Center telling Nurse Joy it's wild and to just release it when it is healed. Later in the RP, Paul get's into some life threatening danger and Ralts comes in and teleports Paul out and then asks to join him.

7. It will only know Teleport (for now) with the ability to teleport anything else within a small radius. I also want it to be only level 5 or something.

I am going to approve this with the following caveats:

She (or he) is a tiny little ralts. She (or he) will have a hard time teleporting things around larger than herself, and will likely be very tired after teleporting Paul out of trouble. There have been limits imposed on teleportation in every incarnation I can recall it being used in this and other RPs, and this one will be no different.

She (or he) will not be able to teleport "anything else within a small radius." That is how it works in Pokemon Ranger, but I feel it is overpowered for a level 5 ralts in Uprising. Ask again when she (or he) evolves.

Level 5 is approved, but to let you know I looked, she would be approved for up to level 11.

You may want to keep her knowing Growl (which she would know upon hatching).

The explanation you MAY (meaning it is possible, but not the only one, not meaning that I am allowing it out of benevolence, I'm not that powerful :P) use is that her (or his) mother and father both knew teleport when she (or he) was conceived.

OK, so, I'm bit confused... That's a yes but not with Teleport. Or a no. Or a yes, but passing out after using teleport while transporting people/things. Or a yes, but it would only be able to Teleport itself. And I was planning on making it a female.

This is a yes with a limited teleport, which will grow in power as she levels. I have also tried to explain an example (unfortunately, made fuzzy by the fact that I have a bit of a migraine and am still staring at a computer screen like a complete moron) how you could still have the scenario of her rescuing you without making it overpowered (which is her being very tired after teleporting Paul's mass).

In short: She can teleport. The more mass she teleports with, the more energy she has to put into it. She can only teleport something she's touching, not a radius around her, which would imply she could teleport more than one person or one person and some objects at once, regardless of mass. As she grows, she will be able to withstand greater mass and/or distances.

While investigating a disturbance during a date with Sagira, Jay will be confronted by a nondescript person who will release two spinarak, one of which will automatically send a Spider Web at Jay, the other of whom will fire Poison Stings for cover. The person will break the pokeballs and flee, in order to cover his tracks. Jay will capture them with Videl and Raven and store them.

This spinarak will be unable to use any move except for Spider Web and String Shot, both of which will be abnormally strong (able to hold a large pokemon and carry the weight of a fully grown human), but will never be able to evolve. Jay will name him Stringer, and only use him on special occasions.

4. The setting is a (not very well) hidden research facility that Team Aqua has been using to resurrect fossils. There is a new groups of scientists, however, that don't know how to operate the machines and raise the pokemon yet. After Vincent does the one thing they couldn't do (read the instruction manual) they raise their first pokemon: an Aerodactyl. Before said resurrection, however, a couple Rebels will break into the facility and attempt to make off with it the Old Amber being used, and Vincent will have to defend it for a few minutes while the machine is working.
5. Aerodactyl will become resurrected immediately following the rebel's departure. Vincent will offer to take it away from the facility for fear they may come back to steal the pokemon.

4. Near the end of the mission, Kishk sees the hurt Shinx escaping from the smoldering path of trees, which Kishk had set fire to earlier in the RP.
5. The Shinx, too weak to resist, allows Kishk to catch it in a Pokeball and bring it to a Pokemon Center. Because of this, it befriends Kishk.

5. During a battle in the restaurant where they were trying to enjoy their dinner, their waitress, Erin, attacks a thief with a male croagunk as clumsy as she is. After the battle is finished, she will give the croagunk to Sagira to raise and teach him to fight.

Unfortunately, she loses to Jan's Torchic, Ember, and when Jan promises she'll train her to become stronger, she accepts her capture.

This with all the other stuff that was approved for it. Not even sure if it needs to be approved again, but better safe then sorry. But I need to catch it in Double Cross since I didn't get a chance to catch it in my last RP.

4. Noverus. It will be sold at a booth that is selling pokémon. The booth is in a grand foyer of a large mansion within Noverus; the mansion is owned by a Magma.
5. As mentioned by knil1, there will be a pokémon seller booth, in which rich people can sell their pokémon. I was thinking that the current owner of the Mime Jr. won't like it (as why he is selling it) so it will be around 1000 pokédollars/whatever currency used here. The Pokémon would look sad and Ben would feel sympathy for once.
6. Current Levels.
7. May he know Mimic? He'll learn it a few levels afterward anyway, and I don't want to evolve it at all so it'd just be for teh lulz replacing Copycat. If that isn't allowed, then it will know Copycat. And, again if it isn't allowed, may it know Teeter Dance? Both are egg moves.

Also, the reason why it's either 10 or 13 is because it is a bought Pokémon, so I'll take it at a lower level if needed. The approximate average of my levels is 13.5, so I rounded down.

The fight won't be very long - the poor thing has been sitting outside all day and night, shining nonstop without food. Verdani will attack it and knock it out, setting Beat up to capture it {and feed it, too}.

7. Knows Bubble, Supersonic, and Thunder Wave as base moves. If permissible, may it know Flash as well? It was being used as a glorified lamp, after all.
