Ok, so mainly I'm confused on leveling and evolving. Does a moderator post saying my Pokemon has leveled up or do they PM me or something? I really honestly don't understand. And then the evolving. If something evolves at level 20, and gains .8 points it levels up to 28? What are the points for exactly?

Huh, I thought we got rid of all the modifiers. But there are the psuedoes and fossils...
Once levels are rewarded, you may choose which pokemon get which levels. This is reflected in the Current Levels post. For .8 modifiers and the like, if, say, your shellgon was in an RP, and you wanted to give him 10 levels, after the modifier, he'd only grow 8 levels (10 x .8 = 8). Ooooooooh. Ok. But, how would I be notified that I gained these modifiers? Would I just be PMed?

It would be up to you to keep track. The modifiers come at or after the level at which the pokemon in question would evolve (regardless of whether or not you evolved them). Only a few pokemon get these modifiers, and they are listed in the first post of the RP Grading thread.
