'd have to say not... Manaphy is, but you can breed as many Phione as you want, the same reason that I don't believe Rotom is a legendary.

GPX wise, no. You can breed as many as you want, it isn't have a super-rare rarity, it hasn't been given out. In the games...I still say no, but it's debatable.

actually, in the games, Phione was confirmed to be an official legendary, though a more "common" one (and the only one that shares an event with another legendary), like the legendary birds, and the legendary golems.

It's just way too common on GPX+ to be considered a legendary. This. Canonically speaking, it's a legendary pokemon, but for the purposes of this game, it is merely a "rare" pokemon. Phione does not count toward the "Legendary Seeker", "Legendary Hunter", or "Legendary Collector" achievements. Quite simply, it isn't legendary. -------------------- |

In game, officially, yes it is. In GPXPlus, no. If it's a legendary it will have a "Very Rare" rarity, but it have "Rare"

On GPX, Obviously not a legend as it is in the Rare grouping, whereas any Legend is "Very Rare" In-game, the subject is debatable and honestly, this isn't the place for it.
