I do believe this was back when Pokémon first started, so they were more looked at as creatures to be tamed and controlled, instead of your friends.
It wasn't until the anime started and Gold and Silver were made that we slowly started slipping away from that. -------------------- |

Its because Red raised his pokemon with trust and love that he was able to become victorious (or at least something to that effect) -------------------- |

I always thought the rocker/electric dudes (or whatever the guy pictured at the bottom is called) was carrying a cable resembling an end of one of those cables used to plug an electric guitar into an amp instead of a whip. o_O But eh, who am I to judge? :P
Maybe part of it was back in those days, everyone was less concerned with how much violence was being put into kids' games. Not many people that would bother to take notice meant Game Freak could make their villains hold practically whatever weapon they wanted, within reason of course. xD Nothing like nukes and missiles or anything... -------------------- Various Things (click to show ) |

It wasn't until the anime started and Gold and Silver were made that we slowly started slipping away from that. I agree with this, back then pokemon training was treated more aggressively. It was about being the top trainer with the strongest pokemon. Notice how none of the gen 1 trainers ever comment as they do in the later games about how much they love their pokemon(my pokemon is so cute, I go everywhere with my____ etc) or talk at all about their pokemon as their equals. Their comments consist more of how they are invincible and how they are going to take you down and are then rude and whiny when they lose. Even Gary talks mostly about how he has more pokedex pages than you. Whereas in later generations they tell you how great you are and mostly battle for enjoyment not to defeat you. It was all a huge competition back then while later the main idea is more about how your character has the best connect with pokemon and THAT is what makes you the strongest trainer. That is something that appears as early as the second generation(for instance the elder who gives you flash in sprout tower and the concept of happiness evolution). You also don't really ever see characters who don't battle with pokemon such as 3rd generation's Mr. Briney to show that you don't have to be a trainer to love and have pokemon in your life. As said here, the concept was underdeveloped back in the first generation. |

To answer the OP's question in my own way...
Trainers train, back in the day trainers tamed beasts, creatures or animals with whips and stools. You know the whole "Back, you beast, back!" jig. I think it was just early in the POKeMON series and whips were always the universal symbol of taming a beast or training it to do your bidding. QUICK EDIT: For the record, I believe the ROCKER is holding a Microphone, not a whip... Could be wrong. -------------------- |
