I'd like to get an Elekid for my team, I don't know where I would be able to catch one. :\

Where would I be able to do so.

I believe the key term in PANE is "If it makes sense for it to be there then you can capture it". I can pretty much see an Elekid in an urban environment or even in a cave or a powerplant.

Just as long as you don't catch it underwater it should be fine. Of course, the mods can overrule my statement at any given time but these are just my two cents on the matter.

Elekid can usually be found near power plants and the like. It would also be likely he could be found in a region that might have a lot of storms.

However, the rule of thumb has been that if you can find a good enough reason for the pokemon to be in the area, that is acceptable. To use my own character, Jaima found his ralts (now a kirlia) near Barley town, as the spirit of her mother brought her there to meet him. His mudkip (now a marshtomp) was found in a cesspool outside of Lenoilia, because her former trainer dumped her there.

EDIT: In other words, TYSM is right.

It is conceivable that Mt. Arasam would have a flock of them, on the side of the mountain that the city is not on. ANY city could have them near their power plant, as well.
