My pick would have to be either Bulbasaur, Turtwig or Oshawott.

Definitely Totodile! Charmander may have been my first pokemom back in the original red version but Totodile is the one that took me all the way through the pokemon league by himself (with his subsequent evolutions of course)

Now, if we're going by basic design of the starter, and assuming that final stages are included in this formula, I'll have to go with either Charmander, Cyndaquil, Totodile, Treecko, Torchic, Turtwig, Snivy or Oshawott. All of their designs are well-made and show a decent flow of evolution throughout.
Now, if we take competitive play into account it honestly depends on how you want to fight your battles. I like being on the defensive, but all the while keeping a decent speed stat. Not too many Pokemon have decent defenses and good speed, let alone the starters. Torterra and Feraligatr come to mind as a good physical Pokemon, both defensive and offensive. However, their speed stat is quite lacking and causes them to die quickly to special-based attacks. Charizard, Typhlosion and Treecko have decent or good speed stats, but their defenses are quite lacking, so their survival chances is lacking in comparison. Samurott and Blaziken have pretty good offensive stats, but like Torterra and Feraligatr, their speed is not what I would like to have. Not to mention their defenses won't let them survive. Then we look at Serperior. It's defenses near 100, and it's speed is near 115 or so if I remember correctly. I'd be using Serperior if I wanted to go my standard thinking of defensive and fast. However, for most people, the best starter to use are the following:
Now, I may be wrong on my list of decent starters for competitive play, so if I am I apologize. I don't actually play competitive and just learn stuff from reading. As I said, it all depends on one's playstyle. -------------------- |

Snivy in all his glorious smugness. Never before was there a starter, I liked so much as Snivy and I doubt that there will ever be one, I like more.

I can never pick just one! I'll list them in order! From best to worst.
Snivy- Oh man, he's so smug it's impossible not to love him. Cyndaquil- No explanation needed, really. Oshawott- I used to hate him, but then he evolved. Oshawott in the anime is hilarious, too. Turtwig- Torterra has a unique type, and Turtwig is just cool looking. Treecko- Oh my God Treecko is just such a badass, he's a ninja, he's third gen's Snivy! Mudkip- Cool enough design, I used him in my Emerald playthrough which has a lot of hours on it. Bulbasaur- Of all the Kanto first stage starters, he's the least bland. Squirtle- Of all the Kanto first stage starters, he's the second least bland. Charmander- He's kind of bland. Luckily, he evolves into one of the biggest mac daddies in the game. Totodile- I never really gave Totodile a fair shake, as I always used Cyndaquil, but he's awesome. Chikorita- A lot of it is pity for the underdog, not many people like him. Also, I love Bayleef. Torchic- He's alright I guess, I'm not really sure what Blaziken is... half chicken half Digimon? Piplup- Honestly, it was boring using Empoleon. Using him just wasn't fun. His moves weren't all that great. Chimchar- Cute enough, I don't like the crests on Infernape's body, though. Tepig- Oh man! This thing is the best! Wow! Wait, this thing evolves? Into Pignite and Emboar? Ew, I'll pass. -------------------- |

Mudkip, for cuteness and just for evolving into swampert, the final starter evolution with the most base stats total.
