Repurposing Moves and Abilities, How would you do it?

There are a lot of moves and abilities that seem either redundant, too weak, or too situational to be considered useful. What are some that you think should be changed, and how would you go about it?

For instance: Hold Back is an event move that is a direct clone of False Swipe. Since it's exclusive to the Pokebank Celebi so far, I'd change it to a Special move that's Psychic type and something like 70 power.

Reshiram and Zekrom's signature abilities are clones of Mold Breaker. I'd change Teravolt to allow Electric moves hit Ground types for neutral damage. Not too sure about what I'd make Turboblaze do, though. Maybe alter Water's effectiveness on the wielder to be neutral both ways.

What are some of your ideas for altering some moves and abilities?

I'd like to see a change in the move 'Counter'. It's classed as a Fighting type move, yet a lot of non-fighting type pokémon can learn it.

What would make sense, personally, is that the type of move used against the pokémon, it would counter as that type. If that type would deal x1, x1/2 or x1/4 to the opposing Pokémon, then Counter would deal the same damage that the user would normally receive.. If it was usually x2 then it would receive double, or if x4, then four times.
To make myself a little more clear:

Scenario 1:

Roserade used Poison Jab against Donphan. Donphan gets dealt 68 damage.
Donphan used Counter.
Counter hits for x1 as it is neutral, and Roserade is dealt 68 damage.

Scenario 2:

Kangaskhan-Mega used Power-Up Punch against Donphan. Donphan gets dealt 80 damage [from 2 hits]
Donphan used Counter.
Counter hits for x2 as it is Super Effective, and Kangaskhan-Mega gets dealt 160 damage.
