Bug with Incident in Yellow Forest quest, Scyther from step 3 bugged out

I have completed step 3 of the quest, yet I still can't move the scyther from it out of my party.

During some explorations the Wild Pokemon will stay in your party throughout multiple tasks, Incident in Yellow Forest is one of those.
