No it isn't wrong. Both male and female are able to evolve into Vespiquen on gpx. I assume so that you wouldn't have a load of abandoned male combees.

That's not a mistake.
Because of the fact that male Combee are useless.. and it's really hard to hatch a female (usually, it's like starters/Eevee), it was made that both genders could evolve. -------------------- |
