If you really want it, you can transfer it via Pal Park using your GBA games.

You get the Pokeradar from... that girl right after the National Dex, actually, IIRC. I haven't migrated any pokemon and I have it. >___>

I thought you got the Pokeradar from Professor Oak when you visit Pal Park after getting the National Dex.
