1)I think there should be a spot to post a comment about the user, and it could be anything, you can set it to only friends can post. You can also delete any comments said about you.

1.People can already post on your gts+ page and you can delete the comments.

The second one is a good idea... But I think people would post rude or innapropriate things for the comment, and then it would be filtered and you wouldn't be able to post your comment because of an "innapropriate" apostrophe.
 Edit: And, about the second one, it should just be a notification, not a request. Yeah, like Bumblee said, it'd be interesting to have the friend thing as a notification. Just a heads up. If it ever happens, it should be optional, though, seems like it'd have potential to be a headache for the really popular members! ^__~;

The second option will never be implemented... I believe it was rejected a couple of time due to "privacy" of people wanting to add these certain users without those users knowing until they get to the page. xP

Like as a setting. You can choose to get notified or not when you get a friend. The user has a right to know if they are getting friends.
