Yes, that's how it works.

From the Help page:
QUOTE
How do I know if two Pokémon are compatible?

The Daycare will mention whether or not two Pokémon are compatible. However, there are a few factors to keep in mind when pairing Pokémon in the Daycare.
  • The Pokémon cannot be the same gender.
  • The Pokémon must share an egg group (and not be in the No Eggs egg group)
  • The Pokémon cannot have a parent/child relationship, or be siblings.
  • The closer the Pokémon are in level, the more compatible they will be.
  • If the two Pokémon are the same species, they'll be more compatible.
  • The longer they spend in the Daycare together (without having been withdrawn), the more compatible they will be.
  • If there are fewer of a Pokémon in the Shelter, that Pokémon will be more likely to breed.
  • Higher rarity Pokémon are less likely to breed.
  • You may also purchase the Destiny Knot account upgrade to boost Daycare compatibility.

Note that Ditto can breed with any Pokémon.

It may seem like there's a lot to keep track of, but essentially, the best way to breed is to have two Pokémon of the same species, at the same level, paired together (provided they aren't related).

I don't really understand why you're posting this. Are you trying to ask if this is normal? Report it as though it were a bug? Start a discussion about breeding mechanics? Your post doesn't really seem to invite any type of response. It's just a statement: "This happened."
