Maybe we could have a weather 'Pass Power' that could change the weather for the purchaser for 5 minutes or so to anything except Aurora, so for us users who need a certain weather to evolve a Pokemon, we don't have to wait hours or days

^ pretty much this. Being able to control the weather for yourself would have strange complications for the Battle Tower and Vs. Seeker, and so is pretty much not going to happen.
