I have an Action Replay and I can catch any pokemon at any level that wild pokemon can go up to. I want to know which would be stronger, a hacked Tyranitar I got at level 2 or a tyranitar I evolved.

It all depends on the IVs. Your hacked Tyranitar could end up having sub-par IVs, and the normal could end up having somewhat good ones, making it's stats better. Or it could be the other way around and the hack might be stronger.

EV spreads will also make a difference too, you'd want a Tyranitar with maxed-out EVs and not just one caught at level 100 or something.

Stats are fixed based on nature, species, IVs and EVs, so, the level you catch them at doesn't make a difference in the long run.

At Lv. 100, I'm pretty sure you can alter the EVs. You can use berries to lower them, but who would want that? xD

And, according to my insufficient lack of knowledge and suprisingly failing logic, you can also EV-train Pokemon at Lv. 100 after reducing all them EVs. After using berries to lower all the EVs, you can use a Protein or Carbos and the EVs will still go up, as will the stats.

You can alter the EVs but you won't get any benefit since you have to level up to get the points into your stats.

I use Wi-fi but my pokemon are hacked, but have things within the field of legality in the game. I also have shoddy battle and I'm waiting for competitor.
Also I claimed Vaporeon.
