I checked the Pokedex, so I know Buneary has to have full happiness. Mine does, but he still doesn't have the option to evolve. The Pokedex doesn't say anything about gender being an issue (this Buneary is male).

A lot of features on Pokemon are restricted if they are exploration Pokemon. If you are on the new exploration "A Show of Friendship" for instance, a Buneary will be locked in your party. If that's the case, even if your Buneary satisfies the evolution requirements you'll have to complete the tasks where it is locked first.
