Producers changed their minds about including Celebi in the main anime, so they put Celebi in a movie instead.
Oak asked Ash to collect the GS Ball from Professor Ivy on Valencia Island in the Orange Archipelago, and bring it back to Pallet Town so Oak could study it. What if they get it open and say... a different legendary came out of it? Like one that Ash has not seen yet. Like... i dunno Entei. For then he SAW it the first time it was an illusion of the unowns and not the true Entei.
