Is the prison bottle obtainable, or is Unbound Hoopa just going to sit in the "unobtained" part of my Pokedex for the time being? What about Shears and DNA Splicers?

Right now the DNA Splicers and Prison Bottles are exclusive rewards from the Scratch Card system. Mareep can sometimes hold Shears when hatched. And maybe it can be available in the Prize Shop, but I'm not sure of that.
Prison Bottle was a reward some time ago, and I don't think it's obtainable now. Maybe if we get a Prize+ DNA Splicers can be obtained from Scratch Cards, which can be obtained in certain events, I don't know which.
