I tried to look in my dex for to evolve my eevee to sylveon, but it just one problem. It won't show me the whole index to evolve it to sylveon. What does it need to be near my eevee to evolve it into sylveon?

If you go to Eevee's Pokédex entry and hover over the Pokéballs it'll tell you how to evolve it into Sylveon.

I can't cause I'm on mobile and I look on eevee dex and read it. The problem is the dex for sylveon is cut off where it said near

To evolve into Sylveon, Eevee must be at maximum happiness and be near a Fairy type Pokémon (must be in your party).
