I think your case for this may be stronger if you had a "time remaining" less than 60, as the timer after every priming and activation resets to 60 minutes.
However, I have noticed this, which is copy-pasted from my own Mobile Walker (currently empty) on the new site: QUOTE Check back in -1325 minutes to prime. I'm not sure what actually happens at 0 minutes, but I reckon it still won't allow you to prime/activate your Walker without an available Pokémon. -------------------- |

I primed and activated it without any pkmn/eggs there. But now I have 3 eggs, so I cant make a screenshot.
Сoncerning nagative minutes, I have the same when I have 1 pkmn/egg in the walker (old site; didnt test in the new one). EDIT: I found out another bug.
