You can use it while waiting for a Giratina to Shadow Force your Gyarados if for some reason you kept Splash as a move. After all, there's nothing better to do and you might as well waste a useless move.

Splash is just a joke, an attack that basically does nothing at all. It exists because it has to.

 And to think someone made up Splash is a OHKO move when a Magikarp is holding a Splash plate

I use it to stall out sometimes if I've inflicted some type of status condition and I'm almost out of PP on my other moves.
