Escape Ropes are available for purchase in the Prize Shop and (rarely) in the Back Room when users sell them off. Prize Shop is your safer bet, though. Be aware that Purchase Power doesn't affect the Prize Shop, so you'll have to wait until they rotate in.

You can also get them randomly by hatching eggs, clicking around, and the Underground, but the chances of you getting one via those methods when you need them is pretty low.
