In terms of how they spawn, the rarest eggs are Shadow Lugia, Fake Groudon, and Primal Dialga. They can only be spawned through event or having an admin spawn an egg.
Everything else is obtainable in some form out-of-event. -------------------- Overtaken by Net & Zodi on that track!

Since the introduction of Corruption orbs, Shadow Lugias and Fake Groudons have become way more common. And lots of people have Dittos because they appear in the lab every once in a while, the rarest have to be Arceus and Uxie, because they have never been given in events and only 2 people have one of each, one of them being Prof. Cypress who mostly doesn't count...

Fake Groudon is easy to get - just get a Groudon and corrupt it.

I don't think Fake Groudon or Pimal Dialga are really all that 'rare' as that implies that it is super hard to get... I think you just don't see them because people arn't going about getting them (all it takes for either is the base egg and a corruption orb, which no it isn't easy to come by both in the right time frames but really I think the bigger thing is people don't want to deal with the exp reset that happens when you corrupt an egg.)
