how do i give an item to a pokemon or use it on pokemon?

If you mean Flame Orb, Heart Scale and Focus Sash, then you need to click on the pokémon/egg.

Once you put a pokemon in the Seeker, it gives you an option to let it have an item. As for King's Rock, it evolves certain pokemon.
