Many non-exploration, non-summon legendaries are able to be obtained through Legendary Vouchers. Don't remember exactly when I got my Voucher, but that was how I obtained my Virizon.

Vouchers tend to be given out as prizes for certain highest-difficulty Achievements and, if I'm not mistaken, for certain competitions as one of the highest-level consolation prizes.
